INTRODUCTION

ActionAid Rwanda (AAR) has made significant progress in advancing gender equality, women’s empowerment, food security and climate resilience through strong partnerships with local CSOs, women’s coalitions and government institutions.

Under CSP II, interventions such as VAWG and SRHR clubs, girls’ rooms in schools, campaigns against unpaid care work, and support to women smallholder farmers through agroecology, cooperatives and savings groups contributed to improved knowledge, community attitudes, agricultural productivity and resilience.

Building on these achievements and lessons, Country Strategic Paper III (CSP III, 2024–2028) adopts a feminist, systemic and human rights-based approach focused on two priorities: strengthening women’s and girls’ resilience for social and economic justice, and empowering women smallholder farmers to improve food security and climate resilience through agroecology.

These priorities are pursued through four strategic objectives addressing violence against women and girls, gender equality and unpaid care work, climate-resilient agroecological agriculture, and agricultural value chain development and market access. Through community empowerment, partnerships and advocacy, AAR seeks to address structural inequalities, reduce poverty and advance social justice.
